I give you a taste of the cost of I.T. project by providing non-confidential documents in legco and government [1].  

  

Hospital Authority

• Development (induction) cost of an IT project (without personalization content): ~ $50,000 to 100,000
• Development (induction) cost of an IT project (with personalization content): ~ $0.5 to 1 million

• Expenditure (maintenance cost) = $500,000+ per year.

  

eBRAM - Department of Justice

The Secretary for Justice proposes to create a new commitment of $100 million non-recurrent to provide one-off funding support for the development, enhancement and initial operation of an online dispute resolution and deal making platform by a non-governmental organization, namely, eBRAM International Online Dispute Resolution Centre Limited (eBRAM Centre).

• Development (induction)  cost of this IT project (with personalization content) = $6,800,000 (more complicated one)

P.S. It is not uncommon for incompletion/ premature termination of IT upgrade projects. (爛尾)
