Waiting time is not a reliable factor for manpower planning.



Every year, the government was asked by different legco members in financial committee for the financial report.  The answer from government is open to public, although it is difficult to read and search.

Mr. the Honourable Chan Han Bun, BBS, JP asked about the waiting time.

The median waiting time of R (routine) cases varied from 13 to 92 weeks in different clusters, (mean = 45 weeks, median = 45 weeks).

The next question is the reasons of extraordinary long waiting time in cluster C, too many patients or too little manpower.  Then I asked the questions in Legco financial committee.

Too many patients?  


  • Cluster C did not have the most number of new case attendance [Table 2].
  • Cluster F did, while it had the second shortest waiting time in R [Table 1].

Too little doctor manpower?

[Table 3]
  • Cluster C had most manpower, almost double to some of other clusters.
  • The cluster with shortest waiting time, D and F, had average numbers.

Is the doctor turnover rate highest in that cluster with longest waiting time?

[Table 4 and 5]

  • The answer is No.

My observations are, 
  • waiting time is not a reliable factor for manpower planning.
  • 不患寡而患不均
